Europe’s transition to a circular plastics system has not reversed. It has stopped moving. That is the finding of “The Circular Economy for Plastics”, published by Plastics Europe on 19 May 2026, which puts annual growth in circular production at 1.2% in 2024 — down from 13.6% in 2022. The report covers 2022 to 2024 and, read carefully, it describes something more uncomfortable than a bad year: a system whose direction of travel is right and whose speed has fallen to near zero.
What the numbers say

The 2026 edition is the first to include trade flow data, and that addition is what makes the last two figures possible. They describe a circularity that leaks in both directions: material collected here is processed elsewhere, while material used here is bought from elsewhere. A genuinely circular system would do neither at that scale.
The cause is not technical
Plastics Europe attributes the slowdown to a competitiveness crisis in the European plastics system. Association president Rob Ingram put the sector’s position plainly: Europe’s plastics manufacturers are in survival mode.
The mechanism behind that phrase is the same one visible everywhere in this industry. Recycled material competes on price with virgin polymer. Petrochemical overcapacity has kept virgin cheap. Recycling carries the cost of collection, sorting, washing and extrusion; virgin production does not. When the price gap closes, the recycler’s margin closes first, then the investment case, then the plant.
The consequence is visible in capacity data from outside the report: EU recycling capacity stood at roughly 13.2 million tonnes in 2023 and lost around one million tonnes by the end of 2025 — the equivalent of France’s entire capacity.
Why regulation has not closed the gap yet
The EU’s answer to a weak market for recyclate is to create demand by law. PPWR, applicable since 12 August 2026, requires minimum recycled content in packaging: 30% in single-use PET beverage bottles from 2030, rising to 65% by 2040, with lower thresholds for other contact-sensitive packaging.
The design is sound and the timing is awkward. Obligations begin in 2030; the plants that would supply them need investment decisions now, in a market where those decisions do not pay. This is the central tension in European plastics policy at the moment, and no amount of target-setting resolves it on its own.
How to read the figure honestly
The data ends in 2024. It captures neither PPWR nor the ban on exporting plastic waste to non-OECD countries, which takes effect on 21 November 2026 and is expected to retain 500,000 to 800,000 tonnes a year inside the Union.
So 1.2% is a snapshot taken immediately before a regulatory shift, not a forecast of what follows it. It is strong evidence that the market alone was not going to deliver circularity on the timetable the EU has set. It is not evidence that the policy has failed, because most of the policy had not yet started when the measurement stopped.
The next edition, covering the years after these measures take effect, will be the first real test.
